Output matters as much as capacity

Two packs of the same capacity can behave very differently. One with a low output trickles into a tablet over hours; one with power delivery brings the same tablet up quickly. Can I take a power bank on a plane?

Carry-on only, and airlines cap the capacity they allow. Check your airline’s limit before flying, as it is stated in watt hours rather than milliamp hours.

How many phone charges will I get?

Fewer than the raw capacity suggests, because some energy is lost in conversion. Plan on roughly two thirds of the quoted figure.

Will it charge a laptop?

Only packs with a high wattage power delivery output will. The listing states the output wattage for each pack.
